The series follows an inspector from the Educational Rights Protection Bureau, a government authorized organization responsible for dealing with serious problems within the school system. Unlike ordinary teachers or officials, this inspector is given special authority to use direct physical intervention and other unconventional methods when handling dangerous or severely delinquent students. Determined to restore discipline and protect the rights of others, the inspector enters troubled schools where traditional approaches have failed. As he confronts rebellious students, corrupt practices, and deeper problems within the education system, his extreme methods raise an important question about how far someone should be willing to go in order to bring about real change.
